Listening & reading skills can be obtained during our academic studies as we listen to lot of teacher's lecture in English during class and we read our books as well on daily basis in English Language. So over a period of 12-15 Yrs of our academic studies we get these skills by default when we turn 18 over any language.

One can also get writing skills as we write lots of exams in English during our academic studies. If not accurately but we manage some how to write our exams in English.

There are approximately 700+ regional languages exist in India. Students have to learn Listening, Reading and Writing skills for English separately if they get their academic education in Hindi or regional language because they read English only as a subject not the medium in their academic curriculum.
